Alumni Felicitation Ceremony 2020

A felicitation ceremony was organised by the Alumni Association on 11-01-2020 in the college campus in which the alumni of the college from the first batch to 2018 batch were felicitated by the association. Furthermore, the founder teachers, principals and professors were also invited and feliciatated. The alumni donated more than Rs.118000 to the association for its developmental activities. Lt Gen. DP Vats was the chief guest of the function and Major Gen ShriKant Sharma (Former VC Lala Lajpat Rai University of Vatenary Sciences Hisar) and Dr. AK Chawla (Fomer VC KUK) were the guests of honor. The chief guest released and aditional grant of  Rs. 500000 for the completion of Gymnasium. Smt. Savita Mann, Principal and Patron of the Association welcomed the chief guest. Dr. Dalbir Singh, President Sandhi Setu Alumni Association thanked all the alumni and guests and presented memento to the guests.

 

 

Alumni Constitution

Article 1

 

1.1 Title and Office

 

The organisation shall be called as "Sandhi Setu Alumni Association Government College Hansi" (SSAA Government College Hansi) herein after referred to as the “Association” and the registered office of the Association shall be situated in Government College, Hansi, Campus. The address is given as under:

Article 2

 

2.1 Aims and Objectives

 

To establish contacts with all the qualified old students of the college and meet periodically

2.2 Main Objectives

  1. Many old students have gone into various fields to serve the nation, the Association would be the best and most suited arena to bring them together to exchange nostalgic feelings, ideas and thoughts.
  2. Arrange meetings to discuss on how to improve the Association and help the college needs if possible.
  3. Social get-together annually or biannually on a fixed date and month.
  4. Helping deserving and needy students of Government College Hansi financially or otherwise.
  5. Any member of the Association visiting and wishing to give lectures or promote courses, arrangements can be made by the Association.
  6. Public Education Programme in various arenas can be arranged as feasible.
  7. To work for the better education and moral uplift of the society.

 

 

 

 

 

 

Article 3

 

3.1 Eligibility

 

  1. All old students who have studied at least one academic year in the college are eligible to become members of the Sandhi Setu Alumni Association Government College Hansi.
  2. Any person who has emotional bondage with college may become an honorary member without any registration fee. But the honorary member shall neither have the right to vote nor can he/she contest for any post of the Executive Committee.

3.2 Membership Fee

Life Membership Fee is fixed Rs. 500/-.  Besides, there will be Continuation Fee of Rs. 100/- for all the members. Life Membership fee as well as Continuation Fee can be revised by the Executive Committee as and when the Committee finds it necessary.

Article 4

 

4.1 Administration

 

The authority of the Association shall be vested in the Executive Committee elected by the members at the Annual General Meeting. The Executive Committee shall comprise:

  1. President- 1
  2. Vice President- 1
  3. Secretary- 1
  4. Joint Secretary- 1
  5. Treasurer- 1
  6. The Principal (ex-officio) of Government College Hansi shall be the Permanent Patron of the Association and he/she will attend all meetings of the Executive Committee. In addition to the Executive Committee there shall be a committee of five Assistant/ Associate Professors working in Government College Hansi duly nominated by the Executive Committee. The Principal of Government College Hansi shall be one of the Members. This committee will be called "Advisory Board". The Advisory Board will co-ordinate with the existing office bearers, should there be any need. The function of the Advisory Board will be mainly to solve or sort out unsolved problems faced by the existing Executive Committee. They will not attend regular Executive Committee Meetings. They will come into picture only when there is a major decision making situation or any irregularity on the part of the existing committee or the past committee, based on substantial evidence to support their intervention.
  7. The term of the office of the office bearers will be for a period of one academic session (here session refers to 1st July of a year to 30th June of next year).
  8. Elections of the office bearers shall be held in June every year and one member of the Advisory Board nominated by the Principal Government College Hansi shall act as Returning Officer to conduct the elections of the Association.

 

 

 

Article 5

 

5.1 Duties of Office Bearers

 

5.1.1 President

 

  1. The President shall preside over all meetings of the Association.
  2. The President shall be responsible for the general administration of the Association.

 

5.1.2 Vice President

 

  1. The Vice President shall assist the President in the performance of his/her duties. In the absence of the President, the Vice President will perform the duties of the President.

 

5.1.3 Secretary

 

  1. The Secretary shall keep a register of members of the Association and shall be responsible for the minutes of all meetings of the Executive Committee and General Membership, for keeping records of Correspondence, issuing correspondence, and summoning meetings.
  2. The Secretary shall also make an Annual Return to the Registrar.

 

5.1.4 Joint Secretary

 

  1. The Joint Secretary shall assist the Secretary in the execution of his/her duties and shall perform such other duties as may be delegated by the Executive Committee. In the absence of Secretary, the Joint Secretary shall perform the duties of Secretary.

 

5.1.5 Treasurer

 

  1. The Treasurer shall be responsible for the financial records, money and other assets belonging to the Association and shall make all financial transactions on behalf of the Association. He/she shall render such reports to the Executive Committee at every meeting of the Executive Committee and shall also present the Audited Annual Financial Report at the Annual General Body Meeting of the members.

 

Article 6

 

6.1 Rights of Members

 

  1. All members have privileges to attend and participate in all General Body Meetings, lectures, conferences and social gatherings.
  2. Members may resign at any time by writing to the Secretary. If re-entry or re-registration is desired by the member, he/she should clear all the dues if any.

 

Article 7

 

7.1 Termination of Membership

 

  1. On the resignation of a member
  2. On the death of a member
  3. On non-payment of Continuation Fee of the Association for three consecutive years
  4. On working against the interests of the Association

 

Article 8

 

7.1 Rights of Executive Committee

 

  1. Executive Committee hold the right to ask a member to resign from the Association if the Executive Committee finds any member acting in a manner that is prejudicing the interests of the Association.
  2. Executive Committee holds the right to re-admit a candidate after payment of all previous dues and the membership fee applicable at that time.

 

Article 9

9.1 Finances

 

  1. The following shall be the financial sources of the Association:
  • Life Membership Fee and Annual Fee.
  • Donations by individuals etc.
  • Contributions.
  • Interest earned from invested money.
  • Endowments
  • Delegates’ fees or contributions collected from conferences etc.

 

 

9.2 Accounts

 

  1. The committee shall open a Bank account (SB) in the name of Sandhi Setu Alumni Association Government College Hansi in any scheduled bank at Hansi and shall put all the money into this account.
  2. President and Treasurer will operate the Bank Accounts. In the absence of President, Vice President and Treasurer will sign any Cheques to be issued.
  3. The expenditure must be approved by the Executive Committee.

 

 

 

Article 10

 

10.1 Meetings

 

  1. The Annual General Body Meeting of members of the Association shall be held in the month of June every year. The date of the meeting shall be determined by the Executive Committee. The agenda for the Annual General Body Meeting shall be determined by the Executive Committee.
  2. The Ordinary General Body Meeting of members of the Association shall be held at dates to be decided by the Executive Committee. The agenda of such meetings shall be determined by the Executive Committee.
  3. A special General Body Meeting of the Association may be summoned by the Secretary upon receipt of a written petition from no less than one-third (1/3) of the members. The petition shall clearly state the business to be addressed, and shall be submitted at least fourteen (14) days before the date of meeting. A special General Body Meeting shall also be held whenever the Executive Committee thinks it necessary.
  4. In the absence of President and Vice President, the members present shall appoint any member to preside over any meeting.
  5. General Body Meeting must have at least 25 members to constitute the quorum.
  6. The Executive Committee shall meet at least once in two months.
  7. The emergency meeting of the members of the Executive Committee may be summoned by no less than four (4) members of the Executive Committee to discuss any matter, which, in their opinion, requires urgent attention. All members of the Executive Committee should be given at least twenty four (24) hours’ notice.

 

Article 11

 

11.1 Voting

 

  1. Voting at meetings, including Annual General Body Meeting, shall be by way of a show of hands or by secret ballots, to be determined by a majority of members at the meeting. A simple majority shall decide the vote. There shall be no voting by proxy.
  2. Life Members who are paying Continuation Fee regularly are eligible to vote and contest for elections held by the Association.
  3. Where the votes are equal, the meeting shall break the tie by another ballot.

 

Article 12

 

12.1 Amendments of Rules, Bye-Laws

 

Any forthcoming changes in the existing constitution shall be scrutinized by the Executive Committee first. The same shall be put before the members in the General Body Meeting. Changes of such nature shall be passed only if two-third majority of the General Body approve of such a resolution and such changed bye-laws will be valid and applicable.

Article 13

 

13.1 Audit

 

  1. The books and accounts of the Association shall be presented to the Registrar for audit provided that an auditor was appointed by the Executive Committee for audit of such books and accounts. The auditor must be a certified accountant and not a member of the Association.
  2. The auditor shall have access to all the books and accounts of the Association, shall examine the Annual Return and shall verify it with the accounts, vouchers, deeds, documents of title and securities for the whole of the Year to which the Annual Return relates and shall either sign it as found by him/her to be correct, duly vouched and in accordance with the law or specially report to the Registrar in what respects he/she finds it incorrect, un-vouched or not in accordance with law.

 

Article 14

 

14.1 Inspection of Books

 

  1. The Executive Committee shall cause the books of the Association to be available for the inspection by any member having an interest in the funds of the Association at all reasonable hours at the registered office of the Association, or at any place where the books are kept and it shall be the duty of the Treasurer to produce the same accordingly. A copy of the last Annual Return and any special report of the auditors shall always be available to the members of the Association.

 

Article 15

 

15.1 Seal

 

  1. The Association shall have a seal in the form of a rubber stamp with the name of the Association engrossed thereon. The seal shall be affixed to all correspondence and documents of the Association and be enhanced with the initials of the Secretary. Such seal may be kept in the custody and possession of the Secretary.

 

 

 

 

 

 

Article 16

 

16.1 Dissolution

 

  1. The Association shall be dissolved by a two third (2/3) majority vote of members present at a Special General Body Meeting of members, summoned for this purpose.
  2. The disposal of assets of the Association shall be determined by a two third (2/3) majority vote of members present at the said meeting.

 

Article 17

 

17.1 Doctrine of Cyphers

 

In case the Association becomes defunct or dead, then all the assets of the Association shall vest in the Student Aid Fund of Government College Hansi.

 

 Article 18

 

18.1 General

 

  1. No member of the Association has the power and authority to vest and pledge the name, honour, support or affiliation of the Association to any political party, individual or organisation, be it of a charitable, social, religious, economic or other nature.
  2. No member of the Association shall interfere in the day to day activities of Government College Hansi.
