ACHIEVEMENTS AND ACTIVITIES OF THE DEPARTMENT

Tremendous expansion has taken place in the field of Higher Education both in terms of quality and quantity during this period. It is apparent from the fact that Haryana Govt. has exponentially enhanced the annual Budget allocation from approximately Rs. 254.74 crores in 2004-05 to the budget provisions of Rs. 1097.69 crores for the year 2013-14. Quality Education to all is the priority of the Higher Education Department. Some of the major projects undertaken by the Department are:

1.         Constitution of Haryana State Higher Education Council: The State Higher Education Council, Haryana is an apex advisory body which was constituted dated 07 October 2010 to take policy decisions for the improvements in the system of Higher education, to provide access to higher education to all segments of society, to oversee its development with perspective planning, to keep a watch on the standards, to promote academic excellence by providing academic input for policy formulation and, to guide the growth of higher education in accordance with the socio-economic requirements of the state. The second meeting of the council was held on 25.5.2013 under the Chairmanship of Hon’ble Chief Minister, Haryana.

2.        Enactment of Law University:

The National Law University, Haryana Act has been notified in 2012. The proposed University will be established at Rajiv Gandhi Education City, Sonipat. HUDA has provided 25 acres of land to the higher education department for establishment of this University.

3.        Enactment of Anti Ragging Act, 2012:

Ragging is a social menace which has devastating psychological and physical effect on a student. Ragging adversely impacts the standards of higher education. Some States have already enacted laws for prevention of ragging in the schools, colleges, universities and professional institutions. Therefore, to make the schools, colleges, universities and the professional institutions free from social injustice, mental, physical and other kinds of harassment in the form of ragging, it has been decided to make a law to provide for prohibiting ragging in the said educational institutions. Haryana state has gone a step further by enforcing the “THE HARYANA PROHIBITION OF RAGGING IN EDUCATIONAL INSTITUTION Act, 2012.   The ordinance was promulgated to root out ragging in all its forms from the Universities, colleges and schools by instituting stringent anti-ragging measures and provisions for strict punishments to defaulters.

3.a. Haryana Institute of Education, Training and Research at Jind:

 The State Government has also decided to establish Haryana Institute of Education, Training and Research at Jind which will be developed as Centre of Excellence at national level. This institute will affiliate and regulate B.Ed colleges in the State. Further the institute will act as training and research centre for college and University teachers. 23.5 acres of land for the proposed institute has been identified and the process of transfer of land has been completed. The possession of land has been taken on 26-09-2012. The mutation of 23.5 acres of land has been done in the name of Higher Education Department. The Chief Architect Haryana has prepared architectural and building design for the institute. Proposal for creation of posts & administrative approval has been submitted to Planning Department for the meeting of State Finance Committee. The draft bill has been prepared.

4.     EDUSAT PROJECT

EDUSAT project is meant for imparting education through satellite. The project has been implemented in 63 Government Colleges and 39 Pvt. Aided  Colleges in the State.  63 Govt. colleges and  39 Pvt. Aided colleges have been provided with Satellite interactive terminals and Receive only terminals as well (Dual mode) and in three Govt. Colleges and 39 Private Aided Colleges only ROT have been installed.

Initially Edusat was introduced for B.A., B.Sc. B.Com. final year but from the year 2009-10 EDUSAT programme has been introduced for  B.A., B.Sc. & B.Com Ist year also. During the session 2010-11, 921 lectures in various subjects including 20 lecturers by eminent persons were delivered. Orientation and counseling of students regarding subject options keeping in view their career choices were also broadcast in August,2011.  State level Quiz & Declamation contests in various subjects were organized and broadcast through EDUSAT during the session 2010-11 and a few lectures on Music/Films/Theatre were also delivered. Approximately 80000 students of B.A./B.Sc./B.Com 1st year and final year were beneficiaries of this scheme.

           Nodal Officers were selected for these subjects in order to select the topics and choose the resource persons for delivering the lectures.    Resource persons were given special training on script writing, Animation & Graphics at NITTTR Chandigarh and other organizations from time to time so as to make their lectures effective.

              Utkarsh Society had also hired some agencies to record some lectures Approximately 100 lectures in various subjects were recorded and broadcast through EDUSAT transmission.  Regarding content development an advisory Board was constituted to give suggestion and review content development. Nodal Officers and members of Advisory Board has been called from time to time to develop the contents and other issues. It was also decided to broadcast a few lectures on General Awareness, Sports, Career Counseling and Panel Discussion for the benefit of the students. The Department of Higher Education has also decided to benefit the students with the experience and knowledge of Eminent scholars who have excelled in their respective fields.

       856 lectures were telecast in the year 2011-12 out of which 368 lectures were recorded while the rest of the lectures were telecast live. In the session 2012-13 we propose to telecast maximum no. of recorded lectures, still around 300 lectures will be recorded as fresh lectures.

      An amount of Rs. 200.00 lacs has been sanctioned during the current financial year.

5.      Rajiv Gandhi Education City:-

          The Government of Haryana has decided to set up Rajiv Gandhi Education City at Kundli (Sonepat), Which would act as a HUB for higher learning and centre for a research in cutting edge technologies such as nanotechnology, biotechnology and genetics etc. RGEC will provide quality education in the state and also attract reputed domestic and international institutions for higher learning and expert academicians in various disciplines. In RGEC 25% of total seats would be reserved for the students of Haryana.  Education city is being design on the strength of five pillars: - people, research, trades-technology, transition and globalization, where peoples are the source of human capital.

             The development works in RGEC are in full swing. The work of providing water supply lines, sewerage system, development of roads and storm water disposal system including construction of boundary wall around RGEC is expected to be completed shortly. RGEC envisages development works of approximately 11 thousand millon rupesss out of which work worth 280 million rupee stands commenced. Haryana Urban Development Authority has invited expression of interest for setting up world class universities and educational institutions in RGEC and received 31 proposals to setup educational institutions in different disciplines out of which 11 reputed private Institutions have been allotted plots to set up educational Institutional in RGEC. Foundation stones for 10 educational institutions have been laid.

6.   GRANT-IN-AID :-

7.Establishment of Bhagat Phool Singh Mahila Vishwavidyalaya     Khanpur Kalan.

          Bhagat Phool Singh Mahila Vishwavidyalaya Khanpur Kalan was established in the year 2006.

8.      Setting up of Indira Gandhi University at Mirpur( Rewari):

 The Post Graduate Regional Centre of  Maharshi Dayanand University, Rohtak has been upgraded to the status of a new State University at Mirpur ( Rewari).

9.        Setting up of Post Graduate Regional Centre Jind:

A Post Graduate Regional Centre of Kurukshetra University, Kurukshetra at Jind has been established.

10.    Establishment of Central University Haryana.

Central university in District Mahendergarh has been setup during the year 2008-09. Its foundation stone was laid by Hon’ble Human Resource Development Minister, Govt. of India on 25.2.2009 at Village Jant-Pali (Mahendergarh). The academic work in the university has already been commenced in the building of Govt. college of Education, Narnaul.

11.    Establishment of Private Universities.

14  Private Universities have been set up in the State. O.P. Jindal Global University , ITM University, Apeejay University,  AMITY university  have been setup in District Sonepat & Gurgaon respectively and MM University, at  Sadopur, Ambala ,NIILM University, Kaithal, Baba Mast Nath University, Rohtak, Ansal University, Gurgaon and Manav Rachna University, Palwal, Shri Guru Gobind Singh Tricentenary University, Gurgaon ,SRM Sonipat, KR Mangalam, Gurgaon, GD Goenka, Gurgaon, Jagganath University, Bahadurgarh under The Haryana Private Universities Act, 2006.

12.    A. Plan Schemes

1.       Empowerment of Female Students:

In order to empower female students and to bring out the latent talent of the girls, a scheme was started in the year 2005-06. Under this Scheme, Women Cells have been established in all Govt. Colleges of the State to organize various activities to bring awareness in students on gender related issues.  Budget worth Rs. 70.00 lacs is sanctioned for this scheme for the year 2013-14 and about 55000 girl students will get benefit from this scheme..

The girl’s students having low haemoglobin are being medically tested and were given free Folic acid tablets under the NHRM project.

2.      Human Resource Development:

A scheme for the training of teachers and supporting staff was started in the year 2005-06. Under this scheme Seminar/Conferences/Refresher Courses/Orientation Courses are organized for capacity building and faculty development of the teachers. Lecturers also attend different training courses organized at HIPA Gurgaon for their capacity building. Budget worth Rs. 70.00 lacs has been sanctioned for this scheme for the year 2013-14. Cultural Programme will be organized under this scheme in all the Colleges

3.   Earn While You Learn Scheme for the student:

A novel scheme of “Earn While You Learn” has been drawn up whereby the students of colleges would be employed for various college jobs in laboratories, libraries and other office jobs. This scheme was started in the year 2005-06 for the benefit of needy students to Earn while learning so that they can continue the studies on their own. This scheme gives an opportunity to develop the sprit of work culture and confidence amongst the students. The Budget sanctioned for this scheme for the year 2013-14 is 140.00 lacs and about 5500 students will get benefit from this scheme.

4.   Up-gradation of Laboratories

A scheme was started in the year 2005-06 to modernize and upgrade the laboratories in Govt. Colleges. This scheme proved beneficial to all those students who study science subjects and other practical subjects. The budget worth Rs. 180.00 lacs is sanctioned for the upgradation of Laboratories for the year 2013-14 and about 35,000 students will get benefit from this scheme.

5.   Assistance for Science Exhibition:

The scheme was started to organize Science Exhibition at college, district and state level. This Scheme give benefit to all those students who study Science and other practical subjects like Geography, Psychology, Computer Science. A budget of Rs. 45.00 lacs is sanctioned for the year 2013-14 and about 2500 students will get benefit from this scheme by attending Inter District and State Level Science Exhibition.

6.      Sports Promotion Scheme:

With a view to improve the standards of sports and to raise the participation of students in State/National and International Sports, a scheme was started in the year 2005-06. This scheme also provides help to the students to prepare themselves for the games at National & international level. Budget sanctioned for the year 2013-14 is worth Rs. 100.00 lacs for this scheme.

7.        Educational and Excursion Tour for Girls Student in Govt. Colleges.

A new scheme was launched in the year 2009-10 for the excursion of Girls students. Girl students of the Govt. Colleges go for excursion educational/historical tour and visit various prominent places of historical and cultural interest. This enhances their awareness and knowledge about State/ Nation. A budget of Rs. 85.00 lacs is sanctioned for the year 2013-14 and about 4500 girl students will get benefit from this scheme.

  8.    Educational and Excursion Tour for Boys Student in Govt.  Colleges.

A new scheme was launched in the year 2009-10 for the excursion of students. Boys student of the Govt. Colleges go for excursion educational/historical tour to visit various prominent places of historical and cultural interest. This enhance their awareness and knowledge about State/ Nation. A budget of Rs. 85.00 lacs is sanctioned for the year 2012-13 and about 4200 boy students will get benefit from this scheme.

9.      Computer Education in Govt. Colleges.

          With the changing scenario in Higher Education, world wide when basic computer education/awareness has become a pre requisite for obtaining  employment in most of the sectors, it is felt that basic computer education programme needs to be initiated in all the Govt. Colleges where all the students can have the opportunities to learn the basics of IT education and be enabled with sufficient IT skills to obtain basic level employment in the booming IT sector on completion of their college education.

          All Govt. Colleges have already established computer labs. (Two labs in 86 colleges and one lab in 9 colleges each) and computer, equipment, accessories and furniture etc. have also been supplied. As we have computer labs available in 88 Govt. Colleges, efforts are being made to establish computer labs in the remaining colleges also where infrastructure is not available. 

     The Proposal :-

            Basic level compulsory computer education may be introduced (Level I & Level II) alongwith B.A./B.Sc./B.Com Ist and IInd semester. However, if a student fails to clear any of the level he/she may be given opportunity to clear it alongwith 2nd year. After passing each level respective certificate will be granted to the students by the university. This certificate will be in addition to their B.A./B.Sc.,/B.Com. degree.

10.    Centre of Excellence :

32 Govt. Colleges have been converted into Centre of Excellence and a sum of Rs.500.00 lacs is sanctioned to upgrade existing infrastructure and creating new infrastructure facilities in these colleges.

11.     English Language Labs:-

            From the session 2010-11 English Labs in 25 Govt. Colleges which are to be developed as Centers of Excellence have been established.    It becomes imperative that proper emphasis be laid on learning English Language and its usage. The requirements of the students in Haryana are unique viz-a-viz spoken on communicative English. These English Labs would be beneficial and labs would enable the students in terms of self learning. The facility was extended to 7 more Govt. college in 2013-14.

12.    Soft Skills Scheme:-

               This scheme   was started in year 2005-06 in six Govt. colleges.

              The scheme is meant for upgrading the knowledge of students and giving them an intensive training in communication skills and interpersonal skills particularly for BPO industry and ITES sector.

             During the year 2007-08 till date 128 Soft Skills DVD’s were displayed through Edusat . This programme is being launched for the benefit of the students and training is being provided absolutely free of cost in the 66 colleges where EDUSAT system is working.

13. SETTING UP OF PLACEMENT CELLS IN GOVT. COLLEGES:-

Under this scheme, Placement Cells have been constituted in all the Govt. Colleges under the supervision of the Principal and senior most lecturers of the college.  A sum of Rs. 16.00 lacs has also been distributed @ 25000/- per college in 64 Govt. Colleges for this purpose for the year 2007-2008. A Budget Provision of Rs. 18.00 lac was made for the year 2008-09. The Rs. 38.00 lacs have been distributed in the 75 Govt. Colleges for the year 2009-10. Rs. 50 lacs have been distributed in the year 2011-12. Budget worth Rs. 60.00 lac has been sanctioned for the year 2013-14.

 For the first time in the history of state 04 Government sponsored Placement fairs were organized in February /March 2012 & 2013 at four division level government colleges of the state for final year students. About 890 & 950 students were offered placements and about 22 companies of repute participated in the fairs.

B. Brief note regarding Scholarship Schemes.

          Scholarships are offered to deserving and needy students to encourage them to take up Higher education. This incentive falls in line with the motto of Higher Education of the State: Access, Equity and Quality. Generation makes Nation. Therefore the Govt. of India and Govt. of Haryana are always putting their efforts to attract the students towards Higher Education. Many Scholarship, Incentive and Stipend schemes are introduced by the Govt. of India and the Govt. of Haryana to achieve the Goal. A brief note regarding such schemes are given below:-

1.      POST MATRIC SCHOLARSHIP TO THE STUDENTS BELONGING TO SCHEDULED CASTES AND SCHEDULED TRIBES

          The scheme was instituted by the Govt. of India to provide financial assistance to the SC/ST students studying at post matriculation stage to enable them to complete their education. The students whose parents/guardians annual income is Rs. 1.00 lac or below are given scholarships in the range of Rs. 140/- p.m. to Rs. 510/- p.m. including reimbursement of maintenance allowance, tuition fee, exam fee and other fund.

Note:-  Now the scheme has been revised by Govt. of India w.e.f 1.07.2010 as per given below:-

1.       Income Ceiling increased to Rs. 2.50 lacs from 2.00 lacs w.e.f. 2013

2       POST MATRIC SCHOLARSHIP FOR WELFARE OF BACKWARD CLASSES

          The Scheme was instituted by the Govt of India to promote education among students of Haryana domicile belonging to Backward Classes. This scheme provides  a stipend and reimbursement of tuition fee and examination fee to those BC students whose parent’s/guardian’s annual income from all sources is Rs. 1,00,000/- At present as per the guidelines of the social welfare department the eligible students are given only maintenance allowance. 3.      Consolidated Stipend Scheme for  the  Welfare of Scheduled Caste students pursuing Higher Education in Govt. Colleges of Haryana.

  The scheme was introduced by the Govt. of Haryana in the year 2008-09. Under this scheme a stipend of Rs. 1000/- P.M for twelve months and  an additional  amount of  Rs. 500/- P.M for twelve months to those S.C Students who are availing hostel facility has been given through electronic transaction . The scheme covers only the students in Govt. College of Haryana.

4.  Providing books to SC students of Govt. Colleges.

     In the year 2008-09 the Govt. of Haryana introduced this scheme for the welfare of SC students. Under this scheme an amount of Rs. 2000/- P.A. for purchasing books, is given to the deserving SC students. The payment has been made through electronic transaction. The scheme covers only the students in Govt. College of Haryana.

5.      A SCHEME INTRODUCED BY THE HARYANA GOVT. FOR MERIT           SCHOLARSHIP TO UNDER GRADUATE GIRL STUDENTS

          The State Government introduced this Scheme on plan side during the financial year 2005-06. The main objective of the scheme is to enable meritorious girl students of Haryana to pursue higher education. It has been instituted in order to attain the national goal in making all our efforts to provide good education and bringing women in the mainstream of the society. The 10 topper girl students who after passing 10+2 class with at least 60% marks are studying in any Govt. institution pursuing general degree courses are awarded under the scheme.  The amount of the scholarship awarded has been Rs. 3000/- per college per student annually.  This scheme is renewed upto TDC III .

6       HARYANA STATE (MERITORIOUS Incentive Scheme) SCHOLARSHIP SCHEME

          The State Government has introduced a scheme on plan side during the financial year 2005-06. The main objective of the scheme is to encourage excellence in academics and overall development of the students. Under the scheme the male students (general category), female students (general category) and both male and female students (S.C. category) are given fixed annual scholarship based on their position/performance in Annual University Examination, in both graduate and post graduate classes at college level.  The students who stand first in the Merit have been given Rs. 5000/- p.a., Second Rs. 2000/- p.a. The scheme is only for Govt. Colleges.

7.      Haryana State Meritorious Incentive Scheme for the Students who attain Merit position in CBSE annual exams.

         The objective of the Scheme is to encourage the Meritorious Students who attain Top position in CBSE annual exams, by giving them a substantial amount as a motivating incentive. It has been instituted by Govt. of Haryana in order to encourage excellence in academics and overall development of the students. Under this Scheme two students (one boy & one girl student) are given annual Incentive based on their Merit position/performance in Haryana State in annual examination of 10th and 12th of CBSE every year. Under this scheme the topers (1 Girl and 1 Boy) of 10th and 12th are awarded the actual fees paid by him /her upto Rs. 25000/- and Rs. 1,00,000/- p.a. respectively. It is also a renewal scheme.

8.   Stipend Scheme for the Welfare of grand children of Freedom Fighters.

          On 22.8.09 Hon’ble C.M Haryana announced a new scheme for the welfare of Grand Children of Freedom Fighters. In this scheme Rs.2000/- P.A. for books and a stipend of Rs. 1000/- per month for twelve months are given to all such students.

          This scheme covers the students of Govt./ Non-Govt. Aided Colleges of Haryana.

9      STATE MERIT SCHOLARSHIP

            The Govt of Haryana has introduced this scheme to motivate the meritorious students of Haryana. This scheme provides an award to the students of Govt./Non-Govt. Colleges on the basis of Board/University merit. Detail of Rate of scholarship is as under:-

At Graduate level                     300/- per month for the whole year

At Postgraduate level               450/- per month for the whole year

          This scheme has benefited 500 students on the basis of 10+2 examination and 205 students on the basis of TDC-III university examination. This is a renewal scheme.

10    LOWER INCOME GROUP (NON-PLAN)

          This scheme was formulated by the state Govt with the aim of reaching out to the economically weaker sections of the society i.e. low income group students who without the financial support provided by the Government would not be in a position to pursue higher studies. The students whose parents/guardian’s annual income limit is Rs. 12,000/- or less than it are covered in this scheme. Under this scheme a stipend of Rs. 27/- P.M., Tuition Fees, Exam Fees and other funds is given to the students.

11.    Post Matric Scholarship for students belonging to the Minority            Communities.

         

          The objective of this scheme is to award scholarship to meritorious students belonging to economically weaker sections of the Minority Communities, so as to provide better opportunity for Higher Education and enhance their employability.  The scholarship is awarded to the concerned students for studies in India in a Govt. or Private Higher Secondary School/College/University.  It also covers technical and vocational courses in ITI/ITC and NCVTs.

                   The Scholarship is awarded to the students securing 50% or above marks in previous final examination and whose parents/guardian's income does not exceed 2 lacs. 30% of the scholarships are earmarked for girls students.

                   Rate of Scholarship:- AT UG/PG level (For Courses other than technical and professional) Rs.300/-p.m. (Day Scholar) and Rs.570/- for Hostlers.

12.    Merit-Cum-Means Scholarship for Minority Communities Students.

                   The objective of this scheme is to provide financial assistance to the poor and meritorious students belonging to monority communities to enable to pursue professional and technical courses.

                   Under this scheme 257 students belonging to Minority Communities of Haryana, who get admission in technical/Professional courses and where parents/ guardian annual income is not exceeding Rs.2.50 lakh are given scholarship @ shown below.

2. 38 NCC Cadets also participated in the R.D. Parade and P.M. Rally in the  month of January, 2013. Sufficient budget was provided to the office of Deputy DG NCC for parade and P.M. Rally.

15.    NSS Scheme:-

            The National Service Scheme popularly known as NSS. The Scheme was launched in Gandhi’s Centenary year in 1969 named as developing students through community service. The motto or watchword of the national service scheme is “NOT ME BUT YOU”.  The National Theme for the year 2009-2010 is “HEALTHY YOUTH FOR HEALTHY INDIA”. This expresses the essence of democratic living and upholds the need for self service and appreciation of the other man’s point of view and also to show consideration for fellow human beings. The expenditure of this centrally sponsored scheme is shared by Govt. of India and State Govt. in the ratio of 7:5.

                   The response of students to the scheme has been excellent the coverage of NSS students during the year 2006-2007 to 2012-13 is as under:-

                   The scheme now extends to the 10+2 Schools, Colleges and Universities in the State.

16.     ESTABLISHMENT OF PUBLIC LIBRARIES:-

Provision of Libraries upto Sub-Division and Block Level is to be taken up in a phased manner spread over a period of two years (2010-2011). Sanction to open District Library at Jhajjar and Fatehabad has been received and six Sub Divisional Libraries i.e. Rewari, Nuh, Panipat, Yamuna Nagar, Kaithal and Panchkula have been upgraded to District Libraries.

In the first Phase (2007-2008) all Sub-Divisions are to be provided with a Public Library. In the 2nd Phase (2008-2009) all the 72 CD blocks will be provided with Public Library facility. At village level, District-Ambala has been earmarked and Village Libraries will be started in the villages having a population of more than 5000.

17. Construction Works:-

The Principals of Govt. Colleges have been authorized to carry out construction works costing upto Rs. 20.00 lac in their respective colleges at their own level.

18. Establishment of Legal Literacy Clubs/celles in Govt. Colleges:

On the directions of haryana State legal services Authority Legal literacy cells have been established in all govt. Colleges of the state since 2009. Three state level annuals functions have been held so far under HSLSA and Education department.

19.    OPENING OF NEW GOVT. COLLEGE:-

In order to implement its policy of rapid expansion in the sphere of higher education, Government has opened new Government Colleges at Kaithal, Birohar, Mandi Dabwali, Govt. College,  Julana, Govt. College for Women, Panchkula and Tosham and Girls wing in Govt. College, Sirsa from the academic session  2007-08.

In the year 2008-09, Govt. Colleges for Women, Rewari, Govt. College, Panipat ,Govt. College, Chhachhrauli, Govt. College Barwala (Hisar) and Govt. College for women Lakhan Majra and in the year 2010-11 Govt. college Bapoli, Govt. college, Ellanabad and Govt. college, Gurawara where as in 2011-12 GC Kharkara and GCW Safidon have been opened in the State. In the current academic session, i.e., 2012-13 08 new Govt. colleges namely, G.C. Palwal, Bahu, Chara, Ambala City, Ratia, Salaheri, Kosli, & Bawani Khera are opened. Similarly in the academic session 2013-14 , 07 new Govt. colleges opened are Govt. College, Bahal, Bherian( Pehowa), Sampala, Satnali,Narnaund, Jassia, and Kharkoda .

There are now 95 Govt. Colleges running in the State and students are getting higher Education in Arts, Commerce , Science streams besides also in  JOC’c . Job oriented Courses have been running in 51 Govt. Colleges.
